ABOUT NATIONAL AIDS CONTROL ORGANIZATION (NACO)
Ministry of Health and Family Welfare (MoHFW) oversees the implementation of policies and programs for health and health care in the country. While the responsibility for the delivery of health care services rests largely with the State Governments, the Central Government sets policies and provides resources for the implementation of nationally formulated Programs.
National AIDS Control Organization (NACO) under the Ministry of Health & Family Welfare envisions an India where every person living with HIV has access to quality care and is treated with dignity. In order to achieve the goal of, “halting and reversing the epidemic”, the focus is laid on prevention, care, support and treatment efforts.
National AIDS Control Programme (NACP), takes measures to ensure that people living with HIV have equal access to quality health services by fostering close collaboration with NGOs, women’s self-help groups, faith-based organisations, positive people’s networks and communities. NACO stands committed to building an enabling environment wherein those infected and affected by HIV play a central role in all responses to the epidemic.
DOMAIN- III (Institutional Strengthening)
Contractual positions are to be filled up for providing technical and programmatic assistance, liasioning with stakeholders for effective implementation of National AIDS Control Program (NACP) in the DNRT,SIMU, IEC, Mainstreaming, Human Resources , Procurement Divisions/Units of this Domain. The functions of these divisions/units and details of the positions are given below:
DAPCU National Resource Team (DNRT)- The DNRT unit monitors the performance of District AIDS Prevention Control Units (DAPCUs) which have been established to monitor the HIV intervention at the field level, facilitate capacity building of DAPCU staff and advocacy with different stakeholders at national and state level.
INFORMATION,EDUCATION & COMMUNICATION (IEC)- The IEC division facilitates a coordinated response for addressing HIV/AIDS issues, ensuring uniform evidence based community oriented gender sensitive interventions in the socio-cultural context by developing creatives , mass media campaigns, mid media and inter personal communication campaigns.
MAINSTREAMING UNIT (MS)-The Mainstreaming unit is responsible to ensure that all stakeholders –Govt., civil society, corporate & development partners adapt their program and policies to directly or indirectly address aspects of HIV/AIDS for addressing deprivations rooted in socio-economic imbalances that drive the epidemic, such as poverty, gender, inequality, lack of adequate housing , sanitation and food insecurity.
PROCUREMENT UNIT (PROC)- The procurement unit is responsible for procurement process, perform all procurement and contracting activities including pre qualification, tender management, negotiation and preparation of contracts, provide support to efforts of NACO/SACS in ensuring timely procurement of drugs, diagnostics, equipments and consumables at various units (ICTC/PPTCT/Blood Banks /ART Centers), maintain accurate auditable records of all procurement process which result in high process compliance etc.

DOMAIN –IV (National Blood Transfusion Council)
Blood is an intrinsic requirement for health care and proper functioning of the health system. NACO has been primarily responsible for ensuring provision of safe blood for the country since 1992. NACO supports a network of 1131 blood banks across the country in over 600 districts and strives to achieve accessibility to adequate quantity of safe, quality and affordable blood and blood components to the needy.
Government of India adopted the National Blood Policy in April 2002 which aims to develop a nationwide system to ensure easy access to adequate and safe and good quality blood supply. Supreme Court judgment of 1996 for CWP 91/1992 mandated creating of National Blood Transfusion Council and removal of professional blood donation. In accordance with the directive of the Supreme Court, National Blood Transfusion Council was constituted in 1996 as a society registered under the Societies Registration Act 1860 functioning under the chairpersonship of Additional Secretary NACO.
National Blood Transfusion Council (NBTC) is the policy formulating apex body in relation to all matters pertaining to operation of blood centres and is a part of National AIDS Control Organization. It coordinates the State Blood Transfusion Councils (SBTCs) and also ensures involvement of other Ministries and other health programmes for various activities relate to Blood Transfusion Services (BTS). The major mandate is promotion of voluntary blood donation, strengthening quality management systems in blood banks, development of uniform standards for blood banks and BTS and other policy guidelines for BTS.

1st Class Master's degree in Pharmacy or M.Sc. (Medical Microbiology/Medical Laboratory Technology/Biotechnology/Life Sciences from a recognized university with 5 years experience preferably in Blood Bank) or Quality Control/Management of Biologicals with an exposure to GMP/GLP/GCP practice.
MD (Transfusion Medicine/Pathology/Microbiology) or Ph.D. in the related subject from recognized University. Additional quality management experience.
Proficiency in the usage of computer (MS-Word, MS-Excel, MS Access) and strong presentation and communication skills (written & oral) is essential for all the positions.
