Client: Department of Administrative Reforms & Public Grievances (DAR&PG), Government of India Project Description: The need for efficiency in government processes and service delivery mechanisms is a long-felt one.The e-Office MMP is being designed to serve as a means to achieve improved efficiency, consistency and effectiveness of government responses, reduced turnaround time and effective resource management to improve the quality of administration. Project Objectives:

  • Provide government functionaries with knowledge, information and communication tools to perform their daily operations and support in the various stages of the complex, knowledge-intensive tasks which they perform.
  • Establish a system of efficient document management to facilitate information retrieval.
  • Provide efficient support for handling of incoming correspondence / mails and management of meetings.
  • Result in better staff/officer morale due to working in a fully automated environment.
  • Introduce a new aspect of operational performance measurement.




Agriculture - Mission Mode Project under NeGP


Client: Department of Agriculture and Cooperation, Ministry of Agriculture Project Description: NeGP-A aims to provide an integrated and seamless interface to the farmers for making informed decisions using information from government sources, Krishi Vigyan Kendras, electronic media, Kisan Call Centres, Agri-Clinics, Common Service Centres, touch screens and mobile phones. Project Objectives:

  • Improve farmer access to timely and relevant information & services throughout crop-cycle.
  • Bringing farmer centricity & service orientation to the programs by providing location specific and up-to-date crop management related information.
  • Increasing effectiveness of Government service delivery in certification and licenses and providing greater transparency in grievance registration and tracking.
  • More effective management of schemes of DAC through process redesign aimed at effective monitoring and reporting of the Schemes.
  • Enable private sector participation to benefit farmers by providing an integrated platform to promote value added services.




e-Government Procurement (e-GP)- Mission Mode Projects (MMP)


Client: Department of Commerce, Govt. of India Project Description: e-GP is one of the Mission Mode Projects (MMP) under e-Bharat. Led by the Ministry of Commerce, GoI, e-GP is designed and implemented to address the effective application of e-GP in India and enhancing procurement performance through use of e-GP in goods, works and services. Project Objectives:

  • Enhancing procurement performance through e-GP in procurement of goods, works & services.
  • Improved efficiency in government spending, improved governance, transparency, equal opportunity and through this achieve enhanced public confidence in government spending leading to better policy development and overall economic growth.




Computerization of Targeted Public Distribution System (TPDS)


Client: Department of Food & Civil Supplies, Ministry of Consumer Affairs, Food & Civil Supplies Project Description: The Targeted Public Distribution System (TPDS) is an important social safety net for the poor. To improve efficiency and effectiveness of the entire system, the Department of Food & Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, GoI, engaged NISG to provide consultancy services in designing a comprehensive e-governance framework for the central and state levels, formulating a set of solutions to be implemented etc.. Project Objectives:

  • Establish an ICT system to enable the Department and the states to manage inventory, make allocations, track lifting against allocations, receive reports, generate MIS reports for decision making, use automated workflow for internal administration, and use a portal for increased transparency.




Wholesale Price Index


Client: Office of the Economic Advisor (OEA), Department of Industrial Policy and Promotion, Ministry of Commerce and Industry (MOCI), Government of India Project Description: Modernize and optimize the Wholesale Price Index (WPI) application. Project Objectives:

  • Develop a WPI application that is modern, adheres to the GOI electronic security standards, allows for quick changes in rules through input parameters, and is supported by technology supplies
  • Support workflows to facilitate the various stages of drafting and finalization of the WPI online.
  • Allows for remote data entry directly to the system and possess the ability to send reminders and alerts to data suppliers.




eBiz


Client: Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce, Government of India Project Description: Create the e-Biz platform for efficient and effective G2B interaction with investors, businesses and industries throughout the life-cycle of projects. Project Objectives:

  • To reduce the time for pre-establishment processes.
  • To provide simplified forms, procedures and information in a convenient and cost-effective manner.
  • To enable event-based, online B2G interactions and transactions.
  • To establish a single-window mechanism integrating the services of central, state and local governments with enhanced transparency, speed, certainty & responsiveness.
  • To automate workflow in the regulatory departments and reduce the burden of compliance by reducing the number of registers and returns.
  • To rationalize the inspection regime and establish automated systems for online tracking and monitoring of applications, grievance redressal and dispute resolution.




RTI Call Centre and Portal Project


Client: Department of Personnel & Training, Government of India Project Description: This project aims to ensure that queries raised through the RTI reach the right department at the right time. Project Objectives:

  • Ensuring effective implementation of the Right to Information Act for people’s empowerment and its effectiveness in reducing inefficient practices in government offices.
  • Simplifying the process of filing RTI applications and first appeals by opening alternate channels.
  • Ensure accessibility of these alternate channels to citizens and help them in filing RTI applications.
  • Make the entire process of filing RTI applications and first appeals, user friendly, convenient, efficient and transparent.
  • Make it easier for the respective Ministry/ Department to track the status of RTI applications through the Portal and to monitor the applications through Management Information System reports.




Implementation of the National Judicial Reference System (NJRS)


Client: Director General of Income Tax (Legal & Research), Income Tax Department Project Description: To achieve efficiency in tax litigation through the creation of a centralized, indexed and searchable electronic database, where information pertaining to the details of pending appeals as well as details of the decisions in decided matters is accessible to all officers of the department across the country. Project Objectives:

  • Study, design, develop, implement, commission, maintain and operate the NJRS.
  • Create Appeals Repository & Management System (ARMS), a database of all pending appeals at the ITAT, High Courts and the Supreme Court along with relevant appeal documents.
  • Create the Judicial Research & Reference System (JRRS) where judicial orders are stored as single, indexed, and searchable data cross-linked to orders/Judgments of ITATs, Authority for Advance Ruling, High Courts & the Supreme Court.




Project Panchdeep


Client: Employees’ State Insurance Corporation, Ministry of Labour and Employment, Govt. of India Project Description: Establish an online platform for employer registration and e-filing of statutory documents using e-forms and digital signature mechanisms in conformance with the IT Act 2000.The online platform will allow insured persons to receive their medical & other benefits effectively including making electronic payments. Project Objectives:

  • Analyse various critical issues and provide progress reports for the same.
  • Review the DC/DR implementation as per RFP and PSA.
  • Review the overall implementation of ERP and Web based application.
  • Analysis of overall IT and non-IT infrastructure.




MCA 21


Client: Ministry of Company Affairs, Government of India Project Description: The first mission mode e-governance project being undertaken in the country, MCA21 is envisioned to provide anytime and anywhere services to businesses by the Ministry of Company Affairs. This program builds on the GoI vision to introduce a Service Oriented Approach in the design and delivery of Government services, establish a healthy business ecosystem and make the country globally competitive. Project Objectives: The project seeks to put in place a nation-wide system that will enable:

  • Businesses to register a company and file statutory documents online.
  • Financial institutions to easily register and verify charges.
  • MCA to ensure proactive & effective compliance with relevant laws and corporate governance.




Army Ordnance Corps (AOC)


Client: Ministry of Defense, Government of India Project Description: Implement Commercial Off the Shelf ERP solution in AOC in order to establish an online multi-user system for ordnance echelons from a Central Ordnance Depot (COD) to a forward Divisional Ordnance Unit (DOU) / Brigade Ordnance Units (BOU), for Army Headquarters, intermediary Headquarters in chain and Ministry of Defense, all inter-linked on Wide Area Network. The implemented ERP system will be used for planning and controlling ordnance inventory functioning through a Management Information System (MIS) / Decision Support System (DSS). Project Objectives:

  • Preparation of Project Implementation Strategy (Detailed Project Report).
  • Preparation Expression of Interest (EoI) to pre-qualify System Integrators and assistance to CICP TG during the evaluation of the bids from vendors.
  • Preparation of Functional and Technical Specifications.
  • Preparation of RFP with technical specifications.
  • Bid Process Management and assistance to CICP TG during the pre-bid clarifications stage technical evaluation of bids.
  • Formulation of the Contract with the Selected System Integrator.




Passport Seva Project


Client: Ministry of External Affairs, Government of India Project Description: Passport Seva Project aims to provide all the Passport-related services to citizens in an efficient, convenient and transparent manner. Project Objectives:

  • Establishing Passport Facilitation Centres (PFC) for delivering all front-end citizen services.
  • Converting existing Passport Offices into Passport Back Offices (PBO) for all back-end processing.
  • Creation of on-line Passport Portal for offering Passport services.
  • Providing links to designated points in Police department.
  • Establishing a Central Passport Printing Facility (CPPF) for handling extra load.
  • Outsourcing of dispatch process to Postal Department.
  • Introduction of a multi-modal Information and Grievance handling system.
  • Creating a centralized IT system linking all PFC’s, PBO’s, Police and Postal Departments.
  • Introducing productivity linked incentive scheme for Government employees.
  • Establishing a proper Program Governance Structure for managing the implementation and operation of all the above.




Commercial Taxes - Mission Mode Project


Client: Ministry of Finance, Government of India Project Description: The Commercial Taxes Mission Mode Program (CT-MMP) is an initiative launched by the Union Ministry of Finance to standardize commercial tax administration across States and Union Territories and to introduce a bouquet of rationalized citizen-centric and service-oriented processes. Conceived under the National e-Governance Plan, this ICT-driven initiative is being implemented in the public-private partnership mode. Project Objectives:

  • Create a nationwide infrastructure that would facilitate inter-state trade, ensure uniformity and standards in commercial tax administration, and enable free exchange of information.
  • Use ICT to improve the delivery of public service and strengthen the government's revenue base.




e-DRT system in Debt Recovery Tribunals & Debt Recovery Appellate Tribunals


Client: Department of Financial Services (DFS), Ministry of Finance, Government of India Project Description: The role of the DRTs has been further enhanced by the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (SARFAESI) Act, 2002, which provides for aggrieved parties to make appeals before the DRTs. Banks and FIs file applications for the recovery of their dues to the respective DRTs. Borrowers may also file appeals against the action of the Banks under SARFAESI Act. The Presiding Officer has the jurisdiction, power and authority to entertain and decide on the applications filed by the banks and financial institutions. Anybody aggrieved by the orders of the DRT can file appeals before the DRAT. DFS intends to implement e-DRT project, that will effectively utilize information technology and will enhance effectiveness of DRTs & to achieve the speedy disposal and recovery through the use of reliable, accurate and timely information to the concerned stakeholders. Project Objectives:

  • Create a nationwide infrastructure that would facilitate inter-state trade, ensure uniformity and standards in commercial tax administration, and enable free exchange of information.
  • Use ICT to improve the delivery of public service and strengthen the government's revenue base.




Visa, Immigration & Foreigners Registration & Tracking Mission Mode Project


Client: Ministry of Home Affairs, Government of India Project Description: Conceptualize, architect and define the Immigration, Visa and Foreigners Tracking Mission Mode Project. The overall task includes streamlining functions, processes, people, technology and resources and designing a secured and integrated ICT system for Immigration, Visa and Foreigners Registration & an interface with the Passport system that enables seamless information flow among various stakeholders and facilitation of in-bound and out-bound travelers from and to India. Project Objectives:

  • Integrated ICT system for Immigration, Visa and Foreigners Registration and interface with passport system.
  • Improve efficiency and effectiveness of the immigration system for facilitation of legitimate services and to prevent illegal immigration.
  • Develop a secure and integrated information collection and dissemination system for intelligence driven decision making.
  • Provide data confidentiality and integrity to ensure privacy and security.




National Mission Mode Project for e-Governance in Municipalities


Client: Ministry of Urban Development, Government of India Project Description: MMP for eGovernance in Municipalities is implemented under Phase-I of Jawaharlal Nehru National Urban Renewal Mission and applicable to 65 Mission cities. Project Objectives:

  • Focus on clearly identified list of citizen services that would be covered with clearly laid down service levels and outcomes that would be achieved.
  • Improve efficiency and effectiveness in interaction between local-government, citizens and other stakeholders.
  • Improve quality of internal local-government operations to support and stimulate good governance.
  • Bring about transparency and accountability in the governance of urban local bodies (ULBs).
  • Enhance interface between ULBs and citizens.
  • Help improve delivery of services to citizens.




Roadmap for implementation of e-Governance in Municipalities


Client: Ministry of Urban Development, Government of India Project Description: Develop a set of Public-Private Partnership models and a Capacity Building Plan that States and Union Territories can adopt, with or without modifications, to promote e-governance in municipalities. The terms of the engagement included:

  • Mapping a capacity building strategy for olBs
  • Establishing an institutional framework
  • Capacity need analysis
  • Sourcing strategy for capacity building
  • Training needs analysis
Project Objectives:
  • Providing single-window services to citizens on anytime and anywhere basis
  • Increasing efficiency and productivity of olBs
  • Developing an integrated information system covering all olBs in the State/UT concerned
  • Providing a management information system for sound decision-making
  • Adopting a standards-based approach to enable integration with other related applications




Pilot Census of Minor Irrigation (MI) Schemes - Rajasthan


Client: Ministry of Water Resources, Government of India Project Description: Re-engineer the process of data collection and timely publishing of the Census of Minor Irrigation Schemes in Rajasthan. The Re-engineered MI Census process envisaged the use of NISG’s mobile technology and application framework. This technology framework envisages the use of low cost mobile phones with built-in features such as GPS, camera and GPRS as data collection devices. The mobile phone utilizes a GPRS data plan to connect to the Internet for both downloading the mobile based questionnaire to collect field data and to upload filled records to a central server and application modules for real time viewing, monitoring and reporting capabilities. Project Objectives:

  • To conduct a full-fledged Pilot Census in one State
  • On completion of the Pilot Census analyses of the Census data and prepare a detailed Pilot Census report with recommendations
