Ministry of Health and Family Welfare (MoHFW) oversees the implementation of policies and programs for health and health care in the country. While the responsibility for the delivery of healthcare services rests largely with the State Governments, the Central Government sets policies and provides resources for the implementation of nationally formulated Programs.

National AIDS Control Organization (NACO) under the Ministry of Health & Family Welfare envisions an India where every person living with HIV has access to quality care and is treated with dignity.  In order to achieve the goal of, “halting and reversing the epidemic”, the focus is laid on prevention, care, support and treatment efforts.

National AIDS Control Programme (NACP), takes measures to ensure that people living with HIV have equal access to quality health services by fostering close collaboration with NGOs, women’s self-help groups, faith-based organisations, positive people’s networks and communities. NACO stands committed to building an enabling environment wherein those infected and affected by HIV play a central role in all responses to the epidemic.


Contractual positions are to be filled up for providing technical and programmatic assistance, liasioning with stakeholders for effective implementation of National AIDS Control Program (NACP) in the Basic Services and Lab Services Divisions of this Domain. The functions of these divisions and details of the positions are given below.

 Basic Services Division ( BSD)- The Basic Services Division through Integrated Counselling and Testing Centres (ICTCs) provide HIV Counselling & Testing services, Prevention of Parent to Child Transmission of HIV (PPTCT) services and HIV-TB cross-referrals. The activities include supervision and monitoring of ICTC & PPTCT facilities through State AIDS Control Societies, planning, organizing and monitoring the training for State and field staff and quality services through all facilities.

Lab Services division (LS)-  Lab Services Division ensures quality-assured laboratory services in all testing related service delivery points. The division is involved in implementing the External Quality Assurance Programme (EQAP) and  Quality Management Systems(QMS) in testing laboratories under NACO umbrella. Activities of  Laboratory Services are not confined to HIV testing only but have an impact on other interventions included under prevention, care, support and treatment, STI management, blood safety, procurement, and supply chain.


Contractual positions are to be filled up for providing technical and programmatic assistance, liasioning with stakeholders for effective implementation of National AIDS Control Program (NACP) in the DNRT, SIMU, IEC, Mainstreaming, Human Resources, Procurement Divisions/Units of this Domain. The functions of these divisions/units and details of the positions are given below:

DAPCU National Resource Team (DNRT)- The DNRT unit monitors the performance of District AIDS Prevention Control Units (DAPCUs)  which have been established to monitor the HIV intervention at the field level, facilitate capacity building of DAPCU staff and advocacy with different stakeholders at national and state level.

STRATEGIC INFORMATION MANAGEMENT UNIT(SIMU)-The SIMU unit is responsible for data generation, dissemination and effective use of data, surveillance with a focus on tracking the emerging epidemics, estimation, and modeling to provide HIV burden in the country, robust reporting, and programme monitoring through the web-based integrated system.

INFORMATION, EDUCATION & COMMUNICATION (IEC)- The IEC division facilitates a coordinated response for addressing HIV/AIDS issues, ensuring uniform evidence-based community oriented gender-sensitive interventions in the socio-cultural context by developing creatives, mass media campaigns, mid-media, and interpersonal communication campaigns.

MAINSTREAMING UNIT (MS)-The Mainstreaming unit is responsible to ensure that all stakeholders –Govt., civil society, corporate & development partners adapt their programmes and policies to directly or indirectly address aspects of HIV/AIDS  for addressing deprivations rooted in socio-economic imbalances that drive the epidemic, such as poverty, gender, inequality, lack of adequate housing, sanitation, and food insecurity.

HUMAN RESOURCES UNIT (HR)- The HR unit supports NACO & SACS  in policy formulation and effective management of human resources at NACO, SACS & Facility levels aligned with the goals of the program including manpower planning, engagement of consultants at NACO, performance assessment etc.

PROCUREMENT UNIT (PROC)- The procurement unit is responsible for the procurement process, perform all procurement and contracting activities including pre-qualification, tender management, negotiation and preparation of contracts, provide support to efforts of NACO/SACS in ensuring timely procurement of drugs, diagnostics, equipments and consumables at various units (ICTC/PPTCT/Blood Banks /ART Centers), maintain accurate auditable records of all procurement process which result in high process compliance etc.

DONOR COORDINATION -  The National AIDS Control Program is also supported by externally aided budgetary support from development partners and needs to be effectively coordinated.
