Shri J Rama Krishna Rao 

Chief Executive Officer                                             

Shri J Rama Krishna Rao (IAS 1985 Batch) took charge as Chief Executive officer of National Institute for Smart Government. on April 14th 2019.

He has B. Tech. in Electronics & Communications Engineering and has a two year  Post Graduate Diploma in Industrial Engineering,(PGDIE) from NITIE Bombay.

He has served in various capacities in the Government of India and State Governments of Bihar (including Jharkhand) and Andhra Pradesh.

Prior to joining NISG he was Secretary, National commission for Minorities, Government of India. He was also Additional Secretary, Ministry of Defence(MoD), for two years, Joint Secretary Dept. Of Defence Production in MoD. He was on the board of Bharat Electronics Limited and Bharat Dynamics Limited. He worked as CVO BDL and MIDHAN PSU’s under Min. of Def Production, at Hyderabad.

In the State Government of Bihar, he as Divisional Commissioner at Saharsa and Munger. He also headed the World Bank Kosi Flood Rehabilitation and Reconstruction project and was the Chairman of Bihar Staff Selection Commission, MD for BSEDC (Bihar State Electronics Development Corporation Ltd.) and established the first Software Park at Patna.Earlier in the career, in the State Government of Bihar, he served as Sub Divisional Officer, Jamshedpur/Chakradharpur(Jharkhand). He also served as CEO Zilla Parishad-Cum-P.D.DRDA for  at Dhanbad, Collector and District Magistrate at Lohardagga and Hazaribagh for , and as Joint Commissioner Commercial Taxes for at Jamshedpur.

From 1996-2000 he was on deputation to Government of Andhra Pradesh, was Exec.Director(Projects & New Initiatives) in A.P.I.I.C(Andhra Pradesh Industrial Infrastructure Corporation): and was Project Director for HITEC City Hyderabad; helped establish IIIT Hyderabad in collaboration with IBM, Oracle, Metamor etc; was the nodal officer for Indian School of Business; initiated infrastructure projects in PPP Mode, for APIIC, for the first time in 1998; when the concept was nascent in the country.

Prior to joining IAS, Shri J Rama Krishna Rao, worked Software Engineer for three years; as “Systems consultant” in PSI Data Systems Bangalore till Aug 1985.

His professional areas of interests including are Electronics and Communication, Industrial Infrastructure, Defence related areas, Heavy industries and E-Governance etc. 

He relishes reading books and listening to Carnatic classical music.



Sudhir Saxena,  VP (Consulting), has over 30 years of experience in different areas of Information Technology including Software Development, Project/Program Management, Business Development and Corporate Communications. Presently Vice President at NISG, Mr. Saxena has held senior management positions at CMC Limited (Vice President/SBU head/Corporate Communications head/International Business head), at TCIL Bellsouth Limited (CEO), Hindustan Computers Ltd (System Division Head) and at ICL (UK) (Consultant). During his long IT career, Mr. Saxena has played pivotal roles in some of the largest IT project implementations in the country as well as in Introduction of New Technologies in IT Governance Projects. Currently he is involved in NISG’s health practice (Mission Mode Project for Ministry of Health & Family Welfare) and several other projects in diverse areas.

Mr. Saxena holds an M Tech from IIT Kanpur and a Bachelor’s degree from Indian Institute of Science, Bangalore. He has participated in Management Programs at IIM Ahmedabad and at IIM Bangalore. He has published papers and reports and presented them at National as well as International conferences. He has also contributed to Academic Programs at many Management Institutions in the country.


Sanjay Bobde, comes with extensive experience, both in government sector as well as private sector, and a major part of that experience has been in the e-governance area. He has worked in Yashada, the Maharashtra Govt state training institute, and has been involved with several IT projects of Maharashtra Govt. He has been part of Management team of Comat Technologies when they were actively involved in pioneering large E-Gov projects & also CSC rollout in several states. Later, he worked with PwC Leadership in Consulting Business Management, and lately with Microsoft India as their Director for Public Sector, where he was driving their entire consulting practice for the government sector. 
Sanjay is keen on making possible of energizing Economy through the concept of Digital India’s Community Computing in the Health, Academics, Skills Building & Employability and Digital Inclusion areas. Hence is focused on working with State governments on IT based innovation to make a difference in these areas. NISG has started new initiatives in these areas with their Advisory & Capacity Building teams. 
Sanjay is an MBA from IIM Ahmedabad and has done his B.Tech in Mechanical Engineering from IIT Bombay. He comes with deep experience & knowledge of business transformation, presales, business development and solution life cycle management. Successful in turning around & delivering large programs in E-Gov Domain
 Srinath Chakravarthy ( Vice President)

Shri Srinath Chakravarthy is Vice President of Capacity Building & Knowledge Management, and Human Resources

He has been consulting to the Government/Public Sector for 30 years.  He has extensive experience in a variety of domains including Social Services, Labour, Health, Education, Transportation, Finance, and Tax & Revenue.  He has provided leadership in using IT as an enabler to transform government agencies, and in the governance process for strategic projects. Many of these engagements have been for U.S Government organizations at the state, and city/county levels.  He has also consulted with government agencies in the APAC region, in Malaysia, China and Singapore.

He began his career with American Management Systems in the Washington DC area and consulted to the Education sector in the early 90s. Subsequently he worked on several engagements for the State of California in Social Services and Tax & Revenue.  He led one of the early Analytics projects (in 1994-95) for the State of California’s Franchise Tax Board, using predictive modelling to segment taxpayer behaviour.  He has also held senior positions with Accenture & CGI, and has consulted to the State Governments of Arizona, Virginia, Hawaii, and the Commonwealth of Pennsylvania.

In a prior stint with NISG, he served as the Vice President of Consulting and the Location Head for the Hyderabad office of NISG.  He managed, among others, engagements in the States of Assam (the National Registry of Citizens, and Commercial Taxes initiatives), Karnataka (Rural Development & Panchayat Raj), & Telangana, and managed several Program Management Units (Central & State levels).  

In his current role with NISG, he will lead the Capacity Building vertical with the focus on building capacity for State and Central Government officials.  An area of special interest will be to increase the awareness and reach of Emerging Technologies (including AI/Chatbots, Blockchain, Analytics, IOT, and Cyber Security) for Government officials.  Additionally, he will lead the Human Resources vertical.

He has a B.Tech from IIT-BHU, Varanasi and a Masters in Business from Pennsylvania State University.


Rajesh Joshi, Senior General Manager (Finance & Accounts). His areas of responsibilities include Corporate 


Finance & Accounts, Company Law matters, RTI & Legal Matters, Audits and Taxation.

Rajesh joined NISG in January 2012 and has over 20 years of experience. As the Head of Finance, Rajesh’s key priorities are to manage critical finance function and adhere to regulatory and compliance requirements.

Prior to joining NISG, Rajesh worked in different capacities at Accenture, Indo Rama Synthetics, Canada Aviation Electronics, Ambuja Cements, BILT and others.

Rajesh is a Fellow Member of ICAI, Certified Management Accountant of Institute of Management Accountants (IMA USA). He holds a B.Com degree from Nagpur University.
