E-Government Champions Training Program

Background:

 

One of the critical factors responsible for the slow growth and uptake of e-Government Projects is the lack of champions who have the right skills, knowledge, aptitude and leadership qualities, occupying decision making levels and managerial positions. This, in turn has lead to the under-utilization of the exciting opportunities offered by the e-Government for improving quality of services to the citizens and businesses. The situation is further complicated by other problems like failure to conceptualize and design the appropriate financial, technical and business models, and lack of Project Management skills and capabilities within the government.

One of the critical factors responsible for the slow growth and uptake of e-Government Projects in India is the lack of champions who have the right skill sets, knowledge, aptitude and leadership qualities, occupying decision making levels and managerial positions. This is leading to several situations like failure to take advantage of the exciting opportunities offered by e-Government for improving quality of service to the citizens and businesses, lack of skill sets to conceptualize and design the appropriate functional, technical and business models and deficiencies in Project Management skills and capabilities.

There are quite a few civil servants who are enthusiastic in implementation of the e-Government initiatives. They also have some of the skill sets needed. However, it is a question of chance that such enthusiastic officers come across the right e-Government opportunities and have the mandate and tenure to implement projects that can make a significant impact. It is necessary for the Governments to ensure that success in e-Government does not happen by accident, but by design.

The unquestionable conclusion is to develop a cadre of e-Government Champions from among the civil servants who have the right aptitude and basic skill sets required for success in e- Government and to make them responsible to implement major e-Government initiatives.

Against the above background, the Department of Personnel and Training intends to implement a program for developing 100 e-Government Champions in different states and Central Government departments over a period of 3 years beginning 2005-2006. The program will also provide an impetus to the implementation of the National e-Governance Plan (NeGP).

 

Salient Features

  1. The e-Champion training program is designed and conducted by National Institute for Smart Government, Hyderabad and sponsored by Department of Personnel and Training, Ministry of Personnel, Public Grievances and pensions , Government of India, New Delhi .
  2. The total duration of the program will be for 14 weeks (full-time) out of which 5 weeks (Residential) will be spent at NISG Hyderabad; 1 week would be spent in visiting the international best practices in countries like UK / Singapore or Australia and the remaining 8 weeks would be spent by the candidate at his / her Head Quarters on Project Development.
  3. The methodology will involve conventional lecture method, case study analysis, problem solving, brain storming sessions, lab work, and role play and participant presentations.
  4. The concepts learnt during each period of stay at NISG would be translated into tangible deliverables in the subsequent module spent at the Head Quarters of each participant.
  5. The participants will work on an approved e-Government project and develop a full Request for Proposal (RFP) document.
  6. A panel of internal and external consultants would be set up to evaluate the reports prepared by each candidate.
  7. The program provides the participants access to a network of potential consultants, clients and experts that they can rely on when executing complex e-governance projects.

                                                                                                                                                                                               

Commitment required from the Sponsoring Department of Central/State Government or PSU

The Department of Central / State Government or the PSU sponsoring each candidate has to provide the following assurances to DOPT and NISG:

 

  1. To provide a strong and effective support to the e-Government Champions initiative
  2. To approve, in principle one e-Government project (with state-wide/ department-wide scope), which will be taken up by the participant for development/implementation as part fulfillment of the requirement of the training course. The project should be conceptualized in a public-private-partnership mode, and necessary funds, if required be funded by the respective State Government.
  3. Each champion has tenure of at least one year, for implementation of the identified e-Gov project from the concept stage to completion.
  4. To pay a fee Rs. 1.50 lakhs to NISG towards Mentoring and Consultancy, involving advice and support for developing RFP and a project plan related to the selected e-Government project. The support and mentoring will be provided in person when the participant is at NISG and over e-mail when working in the Headquarters.

 

Role of e-Government Champions

Implementation of the e-Government strategy will require innovative leadership throughout the Government sector. In this context, the following is the role envisaged for the e-Government Champion:

  1. Conceptualize e-Government projects in a holistic manner.
  2. Own the e-Government program strategy and steer them to be carried forward.
  3. Promote sharing of infrastructure and applications.
  4. Define the services to be provided to various stakeholders.
  5. Initiate and lead process reform in the domain.
  6. Build a business model for the project.
  7. Develop RFP document(s).
  8. Lead and Champion the development and implementation of the programme.
  9. Articulate a detailed Capacity Building and Change Management programme.
  10. Lead implementation of policies, standards and guidelines for successful and sustainable implementation.
  11. Identify new opportunities for cross-cutting e-Government initiatives.
  12. Play a pivotal role at the program and project management level in the implementation of Mission Mode Projects under NeGP.

Selection Criteria

Considering the critical importance of the e-Government Champions Program, it is necessary to select the right candidates. The following are the qualifications required for the candidates.

  1. Should be a member of the “All India Services” or Central Services with minimum of 10 years of experience.
  2. Preferably an engineering graduate with Information Technology / Computer Science as one of the subjects or holder of a PG Diploma/Degree from a reputed Management Institute.
  3. Should have implemented an e-Government Project at least at the district level, which is functioning successfully (for at least 2 years after launch).
  4. The Central / State Government Department sponsoring the candidate should have identified and approved, in principle, one e-Government project (with state-wide/ department-wide scope), which will be taken up by the participant for development/implementation as part fulfillment of the requirement of the training course.
  1. The project should be conceptualized in a public-private-partnership mode, and necessary funds, if required be funded by the respective State Government.
  1. The selection of the candidate would be made by a Selection Committee to be constituted by Department of Personnel & Training for the purpose.
  2. The selection process would involve a project presentation and an interview.

 

Nomination Process

  1. The Central / State Government Department will send the nominations to NISG as per the prescribed format, keeping the entry criteria in mind. Nomination form may be downloaded from www.nisg.org/eGov-champions
  2. More than one nomination could be sent from one State. However the selection committee may limit the no. of candidates selected from each state, keeping in view the need to ensure uniform spread across the country.
  3. The candidates will be called to make a presentation-cum interview on the e-Governance/IT projects steered by them. These will be conducted in New Delhi , and the same could be spread over two days.
  4. Each batch of training would consist of maximum of 15 participants.
  5. Completed form should be sent through speed post so as to reach NISG latest by 25th February 2006. The nomination should be addressed to - The CEO, National Institute for Smart Government, B Block, IIIT Campus, GachiBowli, Hyderabad - 500 032, A.P. The envelope of the form should be super scribed with “e-Government Champion Training”
